January 19, 2012

CALL TO ORDER

Meeting called to order at 6:03PM by President Tim Thompson. 

ESTABLISHMENT OF QUORUM AND VOTING ELIGIBILITY

Tim Thompson, Katie McDermott, Ryan Novak, Vaughan French, Jim Kemeny and Ron Rozinski were present. Glenn McLain, Deb Myers and Ramin Lalezari were excused.  A quorum was established.

COMMITTEE REPORTS

a.       Treasurer – Deb Myers (absent)

In light of Deb’s absence, discussion of the new reports was tabled.

b.      Domestic Water – Tim Thompson, Vaughan French 

Vaughan French reported that a new pressure tank has been ordered and will be available for pick up the week of the 23rd.  The cost is $872 plus $200 for installation plus $80 for miscellaneous parts.  Ryan Novak will pick  up the new tank in Denver next week.  The isolation valves may be installed sometime in the future depending on the complexity of the regulations.

Tim Thompson took part in a teleconference call with the State regarding ground water influence on domestic wells.  There will be approximately $3,000 worth of testing in the fall to determine if photosynthetic organisms are present in our well water.  It’s unknown what the solution will be if they are present.

c.       Recreational Water – Glenn McLain (absent)

Ryan Novak says that wetlands regulations (404) are about to get much more stringent.  This could impact BRVRLA’s ability to put boulders in the river to improve fish habitat.  In the past the association has worked through the Department of Wildlife under their Federal permit.  Tim will contact the DOW and Ryan will contact a water expert in Denver.

There have been conflicting reports from Randy Streufert regarding the necessary frequency of lakes and ditch water testing.  Originally the association was testing twice a year but since all of those tests have come back steady in the last many years it was determined and agreed to by Randy that we would scale back to once per year.  Since then Randy has sent an email to the membership stating that the board is choosing to save money over assuring our water quality.  There has also been some misunderstandings regarding the purpose of our testing, although they are not mutually exclusive: Randy says the testing is to ensure that the members’ septic systems are not effecting the recreational water quality (and thereby establishing a scientific basis to fight any possible “take over” of Rainbow Drive by the Town of Silverthorne on the basis that septic leaching is effecting the water quality), while the board was under the impression that the testing was to determine if the water quality is being adversely affected by run-off from Palmer Drive, Rainbow Drive and Highway 9.  The testing has served both purposes over the years and the board does not feel that additional testing (i.e. twice per year) is warranted as a baseline of several years has been established.  Tim will contact Randy to work out the discrepancies in the policy decision making. 

d.      Caretaker – Ron Rozinski

Dave Cornish has supplied Ron with his log book for 2011.  In that year, Dave logged 258 hours of work in the book.  It would appear that some work hours were not logged, although it’s not possible to know how many hours.  Based on $20.00/hour for the recorded hours, the average work per month comes to approximately $430.  There appears to be a shortfall in hours worked of nearly half the annual rental value of the caretakers house. Tim and Ron will revise the caretakers contract to address future shortfalls in hours worked by our caretaker versus an established value for use of the caretakers house.

e.       Trails and Bridges – Ramin Lalezari (absent)

f.        Roads and Equipment – Tim Thompson

Dave Cornish will perform routine maintenance on the motorized equipment.  The contract with the snowplowing company is to plow when the snowfall meets or exceeds 4” in a 24 hour period.  Due to lack of snow, the snowplowing expense line item is well under budget.

g.       Properties and Boundaries – Ron Rozinski

Ron wants to install signs and reestablish the boundary on the western side of the association to the south of where the signs currently begin.  Jim Kemeny and Ryan Novak have volunteered to assist in the spring.

h.       Pasture and Fences – Katie McDermott

Muriel Sharp expressed interest in improving the look and function of the barns in the pasture.  Kelly Vowel has also expressed an interest in this in the past.  Katie suggested that Kelly and Muriel work together to formulate an idea of what they want and how much it would cost and present it to the board.

i.         ACC – Ryan Novak

There was a complaint regarding exterior lighting.  Alison Noble investigated the issues legal status and found that exterior lights do not have to comply with “dark skies” regulations unless there is new construction or a permit has been pulled for some other reason.  The complainant was asked to discuss the lighting with the neighbor and a temporary solution was met.

j.        Fishing – Jim Kemeny

There have been a few ice fishermen having some success.  Ramin Lalezari and Jim Kemeny are interested in donating some additional monies toward improving the fishing experience.  Ramin and Cameron Graham have expressed an interest in getting more involved in the water flow and assuring that more cold water gets to the North Lake (in an effort to perhaps diminish the weeds in that lake).  Tim will provide Jim with a map of the water flow for the lakes/ditches.

k.      Legal/Insurance – Tim Thompson 

No report. 

 

OLD BUSINESS

a.       Town of Silverthorne ditch maintenance agreement: Tim found documentation that BRVRLA is responsible for half of all underground Bobo Ditch maintenance costs.

b.      Lieu of work accounting and billing: Katie was asked to send emails to all members who have not submitted sufficient hours and then invoice them two weeks later if they have not submitted hours or money. 

 

NEW BUSINESS

a.       The annual meeting will be held May 19, 2012, at the Silverthorne Town Hall Council Chambers at 9:00am.

b.      2012 budget proposals: all department heads should gather their estimates of what their expenditures will be.

c.       G+W: thank you to Katie and Deb for working so hard on the budgets and reports and thank you to Alison Noble for handling the lighting issue on New Year’s Eve.

COMMITTEE REPORTS

a.       Domestic Water – Tim Thompson

Two more outages have occurred.  Tim installed a new 40 amp breaker after the first outage but it tripped again on 11/9/11.  The breaker may be tripping because of power spikes.  Tim will investigate with Xcel. 

Tim Thompson moved and Katie McDermott seconded to purchase a new pressure tank (approx. $1,000) which will be outfitted with a Schraeder valve and gauge.  The tank will be paid for from the remaining capital money.  Motion passes 6 to 0.

b.      Legal/Insurance – Tim Thompson

No Report.

c.       Recreational Water – Glenn McLain

The North Lake is full and holding water as the new pipeline from the Middle Lake is working.  The Town of Silverthorne inspected the culvert at Robinson’s Dairy and found it to be rusted and bent.  Town inquired about BRVRLA assisting with the expenses to repair it.  Tim stated that the agreement is that BRVRLA maintains the above ground portions of the ditch and the Town maintains the below ground portions.

d.      Caretaker – Ron Rozinski

Dave Cornish will give the log book to Ron.  He has been monitoring the alternate ditch and the beavers and should continue 2 to 3 times a week.  Tim suggested that Dave and some volunteers move the slash in the first stand of trees in the horse pasture from the trees and to the sage brush for burning when there is sufficient snow.  There was also discussion of maintaining the equipment and preparing it for winter.  It was agreed that this should be done in-house.  The gutters have not been installed on the house yet; Katie will contact the contractor to get him going on it.

e.       Trails and Bridges – Ramin Lalezari

No Report.  There was a discussion about adding large rocks to the Blue River to build fish habitat.  This would be a future project and would cost between $4,000 & $5,000.

f.        Roads and Equipment – Tim Thompson

Rainbow Drive was graded a final time and ditches were worked on again.  Several homeowners assisted with clearing a culvert under the road.

g.       Properties and Boundaries – Ron Rozinski

Ron is still going to fence the north boundary below the North Lake dam and work on the western boundary.  He has all of the materials but the work won’t be done until spring.

h.       Pasture and Fences – Katie McDermott

No Report.

i.         ACC – Ryan Novak

j.        Fishing – Ramin Lalezari

Illegal fishing and residents not following the rules are still a problem.

k.      Treasurer – Deb Myers

There are no past due members at this time.  Accounting and a few others are running over budget.  The net income will be tight this year. 

 

OLD BUSINESS

Kenny Johnston found the work party waiver that was drawn up in 2003.  Ramin will investigate whether the waiver needs to be signed every year or should have some other time frame.  It will be distributed at the annual meeting and sent to those who did not attend the meeting.

 

NEW BUSINESS

            a.   Kudos to Larry Gilliland and Cameron Graham for their hard work clearing the culvert under     Rainbow Drive.  Also many thanks to Rover Pedersen, Cameron Graham, David Crangle, and Dave Cornish for their work on the new pipeline from the Middle Lake to the North Lake.  Tim would also like to thank all of the homeowners who cleared their ditches in front of their properties. And lastly, thanks to Susan Eslick for adding roadbase to her driveway and aiding in keeping Rainbow Drive in better condition.

            b.   Recreational Path: The Town of Silverthorne is still working to expand and improve the bike path west of BRVRLA.  Diane Johnston has volunteered to be the board’s liaison to the commission.

CALL TO ORDER

Meeting called to order at 6:05PM by President, Tim Thompson.

FINANCIALS

The Association is running very close, but still below budget.

 

COMMITTEE REPORTS

a.       Domestic Water – Tim Thompson

There have been a number of water outages:

      -a failed backflow valve

      -a failed capacitor due to a power surge caused by a raccoon in a transformer

      -new backflow valve failed and was replaced by an improved system

      -pressure tank became water logged

Tim is prioritizing what needs to be replaced and when and what spare parts need to be purchased.  One pressure tank needs to be replaced due to excessive rust.

b.      Legal/Insurance – Tim Thompson

Pinnacol invoices were going to J Kent McHose but that has been corrected and the premium paid.  Workers comp insurance only covers paid employees (including caretaker) and not volunteers.  Homeowners will have to sign a waiver before participating in work hours.  Tim Thompson will contact Myra for a waiver.

c.       Recreational Water – Glenn McLain

New rocks have been installed in the alternate ditch intake in the river.  The old roadbase from the road maintenance was used to level the new lakes access.  The area is ready to be seeded.  On September 23rd, 2 6” pipes will be added between the beaver ponds and the North Lake for more consistent year-round flow to the North Lake.

d.      Caretaker – Ron Rozinski

House: bids for a gutter and downspout on the west side of the house to get water away from the house have been obtained.  Above All Gutter Systems won the bidding.  The gutters will also be installed on the north side of the shed/garage. 

Duties: some activities that Dave has been doing should be left for the homeowners to do to earn work hours (e.g. mowing the lakes trails).  Dave has been working on the garage doors, keeping up his log book with dates, times and hours and will assist with adding fence to the south on the west side of Rainbow Drive

e.       Trails and Bridges – Ramin Lalezari

August trail day built a board walk on the south dam and improved the trail to the river.  Need to clean up work areas and barbed wire.  Ryan Novak and Ron Rozinski volunteered to do the clean up.  The trails budget will fund the reseeding.  Glenn McLain will buy the seed.

f.        Roads and Equipment – Tim Thompson

The road was re-crowned, ditches pulled and additional road base added. Homeowners are responsible for the maintenance of their own driveways and culverts, to insure that culverts are not blocked and that drives drain into the ditch or away from the association road and do not puddle at the intersection of association road. The ditch along Rainbow Drive and Brook Avenue lie within the Association's 30 foot road easement. We insist that home owners refrain from filling the ditch with anything and request the homeowner assistance in keeping the ditch free of debris and clear of excess vegetation.

g.       Properties and Boundaries – Ron Rozinski

Materials are in for the west and north property boundary improvements.  Homeowners should not contact association subcontractors with complaints – they should go through the board.

h.       Pasture and Fences – Katie McDermott

The pasture spraying was not as successful as last year.  The south fence at the east end was repaired.  A temporary grazing area was put in for the summer on the south side of the pasture.   Rio has been sold and leaves 9/26 and Gus will go to board for four months this winter.  Kelly Vowel’s animals will be the only ones in the pasture from Dec. 1 to April 1.

i.         ACC – Ryan Novak

The Hanks/Reichardt have gotten their certification of occupancy.  Ramin Lalezari expressed dismay that his neighbor installed a fence without notifying him in advance.  The fence is right on the property line and forces all foot access to the lakes onto Ramin’s property.  The Vowel project is going well.

j.        Fishing – Ramin Lalezari

The fish seem healthy but the north lake looks worse this year.  Glenn McLain says that it is normal for the lakes to fluctuate from year to year.  Ramin and Jim Kemeny did not purchase and stock any new fish this summer and won’t this fall/winter.

k.      Treasurer – Deb Myers

The letter to sign up for snowplowing should go out soon.  Karen Grugger has volunteered to be in charge of snowplowing again this year.  Dues are being paid on time for the most part.  TransAmerica fund is doing well.  $10,000 was moved from savings to checking to cover bills.  It should be able to be repaid next spring.

 

OLD BUSINESS - No Report

 

NEW BUSINESS

Dennis Moore and Jan Goodwin will be moving into the former Schwab (lot 24) house around the beginning of October.  They will not be renting the house and intend to eventually live here year-round.
